Rachel Milne

Rachel Milne joined Maricopa County as the Assistant Director of Housing and Community Development in August 2016. She has over fifteen years of experience administering community development programs with the City of Phoenix and in the nonprofit community. Rachel grew up in Phoenix, Arizona; she attended Whittier College, receiving a Bachelor of Arts in International Studies, and received a Master of Arts in International Policy Studies from the Monterey Institute of International Studies where her focus was microenterprise development. Rachel has a passion for community and economic development and her goal is to help provide affordable and safe housing opportunities for all.
