Community Services Programs

The Community Services Division provides a broad array of safety net services throughout local communities, working to prevent homeless, address crisis situations, and assist low income households increase self-sufficiency.

The Community Services Division provides these services through the Community Action Program and the Family Self-Sufficiency Program.

Community Action Program


The Community Services Division partners with local governments and community based organizations to provide crisis case management and financial assistance services specific to needs and demands of the local community. These services include but are not limited to the following: 

 
  • Utility payment and/or deposit assistance
  • Rent or mortgage payment assistance
  • Emergency food and clothing
  • Information and referral services

Family Self-Sufficiency Program 


The Family Self Sufficiency (FSS) Program is a voluntary program that assists individuals in Maricopa County public housing and/or in the Housing Choice Voucher program to gain economic independence. 

 
Through case management services, participants' strengths and barriers to self-sufficiency are identified and realistic goals in education, job training, employment, and housing are established. Through this process, participants are able to reach their self-supporting goals. 
  
Participants are assisted in establishing an escrow account where savings are set aside to be used towards accomplishing their goals. A portion of the amount paid in rent is placed into this account. Upon successful graduation from the program, the savings are cashed out for the participant’s use in achieving their final goals, which may include starting a business, paying tuition, and buying or renting a house. 

The Family Self-Sufficiency Program is available to families that participate in the Housing Authority of Maricopa County’s (HAMC) Public Housing (PH) and Housing Choice Voucher (HCV) Programs. Participants must be 18 years of age or older, the head of the household, and motivated to change their current life circumstances.
