Maricopa County Human Services Department, Community Services Division, is the designated Community Action Agency (CAA) to serve Maricopa County under the Community Services Block Grant Reauthorization Act of 1998 (CSBG), exclusive of the cities of Glendale, Mesa, and Phoenix.
Community Services partners with local cities, towns, and non-profit agencies to provide assistance to eligible individual and families to support basic needs, prevent homelessness, and promote self-sufficiency.
Community Services Division aligns services to create systems of support to avert crisis and manage the impact of poverty. This is achieved through the Community Action Program (CAP) and the Family Self Sufficiency (FSS) Program.
The Community Services Division is funded through a combination of state, federal, and local funds. The Community Service Block Grant provides core funding to the Division, which is critical for the administration and provision of direct financial services as well as the attainment, coordination, and leveraging of other fund sources to meet the needs of the local communities.
